TWF panel discusses 1950-2050 Binational Water Planning

MCALLEN, Texas - The Texas Water Foundation recently held its two-day 2025 Rio Grande/Rio Bravo Binational River Symposium at the Embassy Suites by Hilton in McAllen. 

One of the panels was titled: 1950-2050 Binational Water Planning. It focused on the 1944 U.S.-Mexico water sharing treaty and whether the treaty should be renegotiated.

The two panelists were Maria-Elena Giner, former commissioner of the U.S. Section of the International Boundary and Water Commission, and Bobby Janecka, a former commissioner for Texas Commission on Environmental Quality. A third panelist was slated to attend but could not make it - Mario Lopez Perez, former manager of engineering and binational affairs for CONAGUA.

The panel was moderated by Carlos Rubinstein, former chairman of the Texas Water Development Board and former Rio Grande Water Master. 

There was also a Q&A session with members of the audience. One of the questions came from Dante Galeazzi, president of the Texas International Produce Association. He asked if the 1944 water treaty should be part of the renegotiation of USMCA.
