MCALLEN, Texas - The Institute for Leadership in Capital Projects (I-LinCP) Rio Grande Valley chapter hosted a network luncheon at the Embassy Suites Hotel in McAllen on Nov. 19, 2025.
The name of the event was: "Foundations for Tomorrow: Infrastructure Demand for the Rio Grande Valley."
A panel discussion was staged with Sergio Sanchez of KURV Radio as moderator. The panelists were: Pete Alvarez, Pharr district engineer for TxDOT; Yvette Barrera, assistant general manager of Hidalgo County Drainage District No. 1; Jim Darling, chairman of Region M Rio Grande Regional Water Planning Group; and Mark Dombroski, assistant general manager and chief operating officer of Brownsville Public Utilities.
Alvarez discussed transportation. Barrera discussed drainage. Darling discussed water. And Dombroski discussed power.
