WESLACO, Texas - Javier Guerra, Channel 5 News morning co-anchor, gave the introductory remarks at the Lower Rio Grande Valley Development Council’s first ever State of the COG.
COG stands for Council of Government. LRGVDC represents Hidalgo, Cameron and Willacy counties. The State of the COG took place at the LRGVDC's offices in Weslaco.
In his remarks, Guerra pointed out that the gathering represents an evolution of the LRGVDC’s annual report, which is traditionally given during the second week of January.
Here are Guerra's introductory remarks in full:
"Members, LRGVDC leaders and award recipients, it is my distinct honor to continue today's inaugural event.
"Now this gathering represents an evolution of the annual report meeting traditionally held during the second week of January. Historically, the LRGVDC would convene its board members in this very room to review the outcomes of the current year and outline performance goals for the year ahead and present the fiscal budget, a testament to the sound stewardship of the finance department.
"Now this new format elevates that tradition, fostering greater transparency and offering a platform to showcase how the LRGVDC continues to thrive, innovate and serve the Rio Grande Valley.
"Through its various programs and collaborative efforts, the LRGVDC remains steadfast in its mission to act as a conduit between our communities and the state and federal agencies working within our region.
"Today marks a significant step in the strengthening of our commitment to improving the lives of Valley residents and driving regional development as well.
"Now this event is the first of its kind, and it serves as a springboard for the broader community engagement, not only with municipalities, but also directly with the residents of the Rio Grande Valley.
"Now it reflects the LRGVDC’s commitment to transparency and to ensuring that every program and funding opportunity reaches those it is designed to benefit.
"Each year, the LRGVDC adopts a theme to guide its efforts. Previous themes have highlighted values such as Innovation, Regionalism, Sustainability, Resiliency, Collaboration, Teamwork and Accountability.
"Under the leadership of Executive Director Mr. Manuel Cruz, these themes have come to light in meaningful ways, from creating the emergency communications district for Hidalgo and Willacy counties to supporting the establishment of the Rio Grande Valley Metropolitan Planning Organization and growing the organization into an unprecedented nearly 200 employees. Mr. Cruze has demonstrated a commitment to collaboration and progress.
"Now this year, the LRGVDC is proud to announce its 2025 theme: Empowerment, Progress and Vision. These guiding principles define our mission to empower program leaders, staff and communities, while building on the remarkable progress of recent years.
"Initiatives like the Regional Public Transportation advisory panel, the RGV 911 District’s public education campaigns, and the establishment of a Satellite Police Academy in Starr County demonstrates our commitment to meaningful impact.
"At the same time, our ongoing research into the Regional Transportation Transit Authority reflects the dedication to addressing critical regional needs and envisioning a brighter, more connected future.
"Vision is a driving force behind our efforts, inspiring us to look beyond today's challenges and imagine a Rio Grande Valley that thrives as a hub of innovation, collaboration and prosperity. It is about anticipating the needs of our communities and planning with purpose to meet them.
"Alongside vision is progress, which serves as evidence for our commitment to the shared future. Progress is not just about completing projects, it is about delivering meaningful results from expanding Valley Metro's reach to ensure more residents have access to transportation, to fostering safer communities through the RGV 911 districts educational campaigns, to collaborating with municipalities to improve infrastructure and secure new funding opportunities. Every achievement reflects our dedication to serving this region.
"This year's theme challenges us to continue building on the momentum and align every initiative with our collective vision. As we move forward it is crucial to empower not only our staff but also our community partners to be champions of this mission.
