DONNA, Texas - City officials say the long-anticipated expansion of the Donna-Rio Bravo International Bridge is moving into an active construction phase, marking a major milestone for economic growth and cross-border commerce in the Rio Grande Valley.

Jesus Reyna, chief operating officer for the City of Donna, said the northbound commercial component of the bridge project is expected to go out for bids very soon, with construction anticipated to begin in May. He said it would likely take approximately 18 months to complete.

“The Donna Bridge is coming,” Reyna said, during a meeting with the Rio Grande Valley Partnership. “I understand there’s been skepticism over the years, but this portion of the project is actually going to happen.”

The project carries an estimated cost of $72 million and is being funded through a partnership between the City of Donna and the Texas Department of Transportation. Donna voters previously approved a bond to support the project, Reyna said.

According to city officials, the northbound commercial expansion has received approval from TxDOT, the General Services Administration, and U.S. Customs and Border Protection, clearing a major regulatory hurdle.

“This project has been approved by all the required agencies,” Reyna said. “We’re going out for bids, which will be publicly advertised, and contractors will have the opportunity to submit proposals.”

Bid openings are expected in January, with the contract award subject to approval by both the City of Donna and TxDOT. Reyna added he hopes the construction will start in May.

City leaders say the bridge expansion is expected to spur significant retail, commercial and industrial development in and around Donna, particularly when paired with upcoming transportation projects.

In addition to the bridge, officials highlighted planned roadway improvements, including development of the International Bridge Trade Corridor connecting the bridge to Interstate 2, and the eagerly-anticipated north-south State Highway 68 connector.

“Donna is the Heart of the Valley because all roads lead through Donna,” Reyna said. “So, we’re providing for all that growth that’s going to come along with the commercial projects.”

Real estate and economic development leaders echoed that message during the presentation, describing Donna as a prime investment opportunity as land remains available near planned transportation corridors.

“This is the time. The properties are available,” Reyna said. “Because 18 to 24 months from now, Donna is going to look totally different.”

Reyna said the city plans to publish bid notices and additional project details in a local newspaper to keep residents, contractors and businesses informed as the project advances.

“We’re really excited,” he said. “This is going to bring great growth, not only to Donna but to the region and the entire RGV.”
