Mission EDC leader named Honorary Representative of the State of San Luis Potosí

MISSION, Texas - Telco J. Garcia, CEO of Mission Economic Development Corporation, has been named Honorary Representative of the State of San Luis Potosí.

The appointment was made by the Honorable Jesús Salvador González Martínez, secretary of economic development for the State of San Luis Potosí, on behalf of the Governor, José Ricardo Gallardo Cardona.

A ceremony to mark the appointment was held at the Center for Education and Economic Development. It was attended by regional, state, and international leaders. 

“This appointment reflects Mission’s growing role in advancing binational economic development and strengthening cross-border collaboration between Texas and Mexico,” said Mission Mayor Norie Gonzalez Garza. 

Before confirming Garcia’s appointment, González Martínez spoke from the podium. He said the collaboration between SLP and Mission is focused primarily on economic development.

“Mission, Texas represents a highly relevant strategic trading partner for San Luis Potosí. Why? Because we in San Luis Potosí are located in the heart of the country; geographically, we are in the center of the Mexican Republic. 

“San Luis Potosí is a state that has focused on industrial development, primarily the automotive industry. We have two major assembly plants located there in San Luis Potosí, BMW, and General Motors. These two large assembly plants create a very important investment ecosystem, attracting around 280 to 300 companies in the automotive sector alone… very important companies in the automotive sector. 

González Martínez said he wanted to highlight that 90% of what is produced in SLP is finished products whose final destination is the United States. “And a large part of that merchandise—I want to assure you that most of it—crosses the border, mainly by land,” he said.

González Martínez continued: 

“That is why we in the state of San Luis Potosí have focused on forming an alliance with this state of Texas and with this locality (Anzalduas International Bridge in Mission) - because of what it represents for the economic development of our state. It is a strategic alliance of collaboration that we have undertaken on the instructions of Governor Ricardo Gallardo and that fortunately is yielding results.

“We are convinced that this work, this work that we are all doing, will contribute significantly to strengthening the economic bond that is already very vibrant and strong, because with meetings like these, with the appointment that we will make in a moment to Mr. Teclo, well, this comes to reinforce all this economic dynamism and to strengthen our community and that good relationship that we have.

“I extend my warmest greetings once again to you from our constitutional governor of the state of San Luis Potosí, Ricardo Gallardo, and our deepest appreciation for all the work you do, for all the effort you continually put in, and I assure you that we will continue to strengthen this valuable institutional relationship that we have undertaken since last year and that will continue to grow stronger with each passing day and month.

“Thank you all so much, and welcome to our San Luis Potosí Sin Límites team. Thank you.”

González Martínez then read aloud a statement from Gov. Gallardo:

“Following instructions from the Constitutional Governor of the Free and Sovereign State of San Luis Potosí, Lic. José Ricardo Gallardo Cardona, and in recognition of his career, binational commitment, and profound knowledge of the region, Mr. Teclo García is appointed Honorary Representative of the State of San Luis Potosí in the city of Mission, Texas, based at the office provided on loan by the Mission Economic Development Corporation. 

“With this appointment, Mr. Teclo García will act as a strategic liaison to strengthen economic, commercial, educational, and cultural collaboration between San Luis Potosí and the South Texas region, facilitating dialogue with U.S. companies, institutions, and authorities, as well as actively promoting investment opportunities and binational cooperation. 

“This appointment, which is honorary in nature, reflects the confidence that the executive branch of the Government of the State of San Luis Potosí places in Mr. Teclo García's leadership. This appointment is strictly honorary, symbolic and unpaid, without executive or diplomatic powers or legal representation of the state and with the full commitment to represent the state of San Luis Potosí honorably and with dignity in the City of Mission, Texas on the fifth day of

February of the year 2026,
