MERCEDES, Texas — The City of Mercedes has launched a statewide search for its next city manager to helm municipal operations, oversee a $29.6 million budget, and lead a full-service city of nearly 18,000 residents through a period of significant infrastructure and commercial expansion.

Applications for the executive post remain open through Friday, Nov. 13, 2026.

The Mercedes Mayor and City Commission, acting as the search committee, retained Edinburg-based Altiva Management Group, LLC to manage the recruitment process. City leaders indicated they are seeking a chief executive with robust financial acumen, strong relationship-building skills, and a commitment to collaborative community engagement.

The incoming administrative chief will inherit a substantial slate of ongoing capital improvement projects. Among them:

  • Water & Wastewater Infrastructure: $42.8 million in improvements backed by the Texas Water Development Board.
  • Economic Development: The $53 million Shops at Mercedes commercial development situated along Interstate 2, with its first phase scheduled to open in late 2026.
  • Transportation & Drainage: A street improvement program exceeding $4 million alongside dedicated drainage system enhancements.
  • Public Facilities: Over $1.7 million allocated toward municipal parks and facilities.

Mayor Oscar D. Montoya Sr. stressed the importance of finding a seasoned administrator ready to drive long-term stability and economic growth across the Rio Grande Valley.

“We wanted a professional, open process, and we want the best city managers in Texas to take a hard look at Mercedes,” Montoya said. “The work waiting for the right person is real: water, wastewater, drainage, streets, and a new retail center opening on Interstate 2. The Valley is ripe for industrial projects, and we need someone who will roll up their sleeves and put Mercedes right in the thick of those discussions. We are looking for someone who can run the numbers, build the relationships, and stay.”

According to search parameters released by the executive recruitment firm, the offered salary range is $150,000 to $175,000, depending on qualifications, alongside a full executive benefits package.

Applicants must hold a bachelor’s degree and possess at least five years of experience in municipal management or executive leadership over a major public operation. While a master’s degree, Certified Public Manager (CPM) credential, and prior city manager experience are preferred, search consultants noted that high-level municipal, county, or broader public-sector leadership experience will be fully evaluated.

The search process will follow a structured timeline heading into early next year:

  • Nov. 13, 2026: Application filing deadline.
  • January 2027: Candidate interviews and final selection by the City Commission.
  • Late February 2027: Expected start date for the new city manager.
