Cameron County and City of Starbase to work together to combat beach erosion

STARBASE, Texas - Though an Interlock Cooperation Agreement, Cameron County and the City of Starbase will work tougher to combat erosion, restore dunes, and enhance public access at Boca Chica Beach, said County Judge Eddie Treviño, Jr. 

Treviño said there is a cherished 7.4-mile stretch of coastline that serves as a vital recreational and ecological resource for residents and visitors. He said the partnership with Starbase will stop current historic erosion rates of 5-20 feet per year, ensure regular cleanups, rebuild resilient dunes to protect against storms, and preserve wildlife habitats.

By doing this the two governmental bodies will be able to unlock state, federal, and private funding for long-term beach re-nourishment, he explained.

“This partnership reflects our commitment to preserving Boca Chica Beach for future generations,” said Treviño. “By working together with the City of Starbase, we’re ensuring that this vital stretch of coastline remains resilient, accessible, and protected—both environmentally and recreationally.”

Treviño continued: “Unless SpaceX is conducting testing or launching a vehicle, Boca Chica Beach must remain open for the public’s use. This partnership will provide that users will have a cleaner and more enjoyable Boca Chica Beach when visiting.” 

Starbase Mayor Bobby Peden said an Interlocal Cooperation Agreement has been approved as authorized by the Texas Government Code. Under the ICA, the City and County will coordinate planning, permitting, construction, monitoring, and maintenance across the entire Boca Chica Beach area. 

In support of this effort, Peden said, the City of Starbase has been given delegation of authority from Cameron County as permitted by the Texas Natural Resources Code to administer and enforce dune protection functions within its jurisdiction.

He said this will assure compliance with the Texas Dune Protection Act, Texas Open Beaches Act, and rules of the Texas General Land Office.

"We’re partnering with Cameron County to safeguard the dunes, expand public access and strengthen both the resilience and value of Boca Chica Beach," Peden said. "By receiving dune authority, we are stepping up to share responsibility for

one of our community’s most treasured resources—our shoreline. This partnership with the county will ensure Boca Chica Beach remains a place everyone can enjoy now and in the future."

This joint effort reflects a shared commitment to stewardship, renewal, and community pride, ensuring Boca Chica Beach remains accessible, welcoming, and enjoyable for generations, Peden added.
